ANNEX 2 - LICENSING OBJECTIVES
General licensing objectives
St Mary's Parish has consistently run licensed events over many years without trouble occurring in or around the hall. However, we have taken steps to introduce a clear set of terms and conditions which require signing by the individual hiring the hall. These terms and conditions include measures to support the licensing objectives.
Hall is supervised on a regular basis. Health and safety procedures are continually updated. Bookings are made at the discretion of supervisor. The Church takes child protection very seriously.
Prevention of Crime and Disorder objectives
In addition to the general terms and conditions we are producing a specific set of guidelines for those individuals hiring the hall with a licence to sell alcohol. These conditions must be read by the hirer, and signed. They will address all areas taken into account to support this legislation. We will also clearly show signage with the hall stating that anyone who looks under 21 may be required to produce identification or service will be refused.
The Hall is usually hired out to regular clients and is supervised on a regular basis. The Hall has been in use for years and we have not yet encountered any problems.
Public Safety objectives
All fire regulations and public safety requirements will be met. There is lighting on the outside of the premises to ensure public safety as people exit in the dark. The Hall is kept in good repair. Appropriate signs are in place. Smoke alarms and fire extinguisher and fire blanket in kitchen is regularly checked. Health and safety procedures are followed to the best of our ability.
Prevention of Public Nuisance objectives
Bookings are made at the discretion of the supervisor and are only taken from responsible adults. People who hire the Hall are usually regular users. All applicants wishing to hire the hall are carefully vetted. Applicants are generally know to the minister or parishioners and are made aware of the need to be thoughtful of others in using and when leaving the premises. Have included expectations regarding behaviour inside and outside hall in the hall terms and conditions.
Protection of Children from Harm objectives
St Mary's Parish has a clear child and vulnerable adult protection policy as issued by the Diocese of Portsmouth. All hirers, especially where children are involved, will be given and made aware of the policy. The policy statement and aims will be clearly displayed within the hall.
Children can only use the Hall with adult supervision. All adults connected with children's group from the Church are CRB checked. We have a child protection officer
