                              ANNEX 1 - MANDATORY CONDITIONS

   

  1. No supply of alcohol may be made under the premises licence:

   

  at a time when there is no designated premises supervisor in respect of the premises licence, or

  at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended.

   

  2. Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence. (Section 19, Licensing Act 2003)

   

  3. Where this licence authorises the exhibition of films the admission of children must be restricted in accordance with the British Board of Film Classification.

   

  4.  Where this licence includes a condition that at specified times one or more individuals must be at the premises to carry out a security activity, these individuals must be licensed by the Security Authority (Section 21, Licensing Act 2003).

  EMBEDDED PROVISIONS

   

  It is a condition of your licence that you comply with the existing provisions of the following enactments:

   

  Sporting Events (Control of Alcohol etc) Act 1985

   

  Enclosed separately are conditions relating to the Standard Conditions that were attached to one or more of the following licences held under the Local Government (Miscellaneous Provisions) Act 1982, Cinemas Act 1985, Theatres Act 1968;

  ANNEX 3 - LICENSING OBJECTIVES

   

  GENERAL LICENSING OBJECTIVES

   

  The types of unregulated entertainments proposed re-instate and then enhance the normal pub entertainments that were previously unregulated, with the benefit to enhance the local facilities for social entertainment and reduce the focus on alcohol.

  Staff will be trained on the requirements of the Licensing Act 2003 when they are recruited and given training in "drugs awareness" as part of their induction.

  No new steps have been identified in relation to the four licensing objectives, except as below.

   

  THE PREVENTION OF CRIME AND DISORDER OBJECTIVES

   

  Providing 60 minute extension of opening hours after the end of the sale of alcohol will promote this objective as the last drink will be consumed less quickly, with access to the pubs toilet facilities and the provision of non-alcoholic refreshment during this period.

  The Designated Premises Supervisor will be a member of Pubwatch so long as it exists. All staff will have received drugs awareness training and will adhere to company policy on this issue. Training will be given to staff in crime prevention methods.

  Any events relating to Party in Grayshott will be undertaken following consultation with the police and the local authorities.

  Risk assessment has determined that door supervisors are not required at normal trading hours.

   

  PUBLIC SAFETY OBJECTIVES

   

  Function bookings will be limited to 210 persons.

  Based on the nature of the business, our fire risk assessment, seating capacity and available exits and emergency procedures, we identify that no more than 210 persons, excluding staff, should be within the premises at any one time.

  A full risk assessment has been undertaken relating to fire, health and safety and food safety and external auditing companies are used on a regular basis.

   

  THE PREVENTION OF PUBLIC NUISANCE OBJECTIVES

   

  Live music and karaoke will end at 0000, except on occasions of non-standard timings.

  Recorded music will end at 0100 on Monday, Tuesday, Wednesday, Thursday and Sunday and 0200 Friday and Saturday except on occasions of non-standard timings. The volume will be reduced to background level during the wind down period to create a mood change.

  A notice will be placed prominently at the exits asking customers to leave quietly.

   

  THE PROTECTION OF CHILDREN FROM HARM OBJECTIVES

   

  The restrictions set out in the Licensing Act 2003 will apply.

  Photographic proof of age will be required to be shown by anyone seeking to purchase alcohol who appears to be under 21 years of age.

  AWP machines and cigarette machines will be sited in areas that are visible to staff, to ensure that children do not have access to them.

  No unusual risks of harm to children have been identified.

  ANNEX 4 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY

   

  1. Karaoke will be treated as live music.

  2. Jukebox will be treated as live music.

  3. Door and windows to all public areas are to be kept closed after 2200 hours when the following activities are taking place:

  a) Live acoustic/amplified music, and amplified voice.

  b) All types of recorded music including jukebox and karaoke with or without DJ.

  c) Compere for functions, quizzes etc with amplified voice.

  d) Pub games in front of an audience.

  e) Video entertainment on TV screens.

  4. Install noise limiters on amplification equipment and the limitation of maximum decibel level is to be set at a level to be agreed with the Council's Environmental Services Manager (Protection).

  5. After 2359 hours on Sunday to Thursday and 0100 hours on Saturday and Sunday recorded music shall only be played within the lounge bar and shall be set at a background level only.
