ANNEX 2 - LICENSING OBJECTIVES
General Licensing Objectives
It is the intention of the Holybourne Sports Field Committee to hire the premises and sports field for the pursuance of sporting and/or social events under the management of responsible individual acting on their own or representing a local club or organisation. Conditions for use of the facilities is outlined in the booking conditions. The hirer is specifically requested to act in a neighbourly manner minimising noise, ensuring the appropriate behaviour of visiting persons and ensuring that children visiting the facilities are adequately supervised.
Prevention of Crime and Disorder Objectives
It is made clear in the booking conditions that the hirer of the premises and sports field is individually responsible for ensuring the appropriate behaviour of individuals attending their event.
A degree of discretion will be used to determine that the proposed event is suitable for the locality and venue with consideration to age, gender and number of attendees within each group.
Excessive or binge drinking will be discouraged.
Public Safety Objectives
Hirers of the premises and sports field need to notify the purpose for which the field will be used when making the booking. For certain activities and/or numbers they would be asked to consider arrangements for first aid and emergency cover. Hirers are asked to minimise the traffic in the village and to consider car pooling and considerate parking as well as the speed of visiting traffic. The safety of children is paramount and hirers are urged to give clear instructions on drop-off and collection times.
Prevention of Public Nuisance Objectives
Hirers of the premises and sports field are required to request that members of the public and/or their guests act in a sensible manner whilst entering and leaving the premises. Users should be encouraged to walk or use public transport. Car sharing will be encouraged and users encouraged to park sensibly on surrounding roads or on the sports field when this option is made available. Music and/or noise of a more general nature will be monitored after 23:00 to ensure it is not audible from the roadside at neighbouring properties. It is the responsibility of the hirer to have these noise checks carried out each hour through to 02:00 when all noise will cease.
Protection of Children from Harm Objectives
Hirers are requested to ensure that the safety of children of all ages is adequately considered at their events.
It is advisable that a map locating the premises and the mobile telephone number of the organiser is made available to the parents of visiting children.
Children should be adequately supervised at all times and a sensible ratio of children to carers will be considered.
