ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General - all four licensing objectives
Alcohol sales shall be via the premises’ webshop only. No walk-in sales are permitted.
No consumption of alcohol will take place within the garage, the driveway, or any area immediately outside the premises.
Public safety
The premises will maintain and follow a written fire safety and evacuation plan for the garage work area.
All escape routes from the garage will be kept clear and unobstructed whenever staff are working.
All electrical equipment used for brewing/packaging will be maintained in a safe condition and used in accordance with manufacturer guidance.
Any CO2 cylinders (if used) will be stored upright, secured, and handled safely.
The garage floor will be kept in a condition that is safe and non-slip, and spillages will be cleared promptly.
The maximum number of persons working in the garage at any one time will be limited to a safe number based on space and layout (for a small garage, typically 1-2 at once).
Prevention of public nuisance
Brewing/packaging activities that are likely to generate noticeable noise (bottling/canning, grinding, deliveries/collections) will be limited to reasonable daytime hours (e.g., 08:00-20:00).
The garage doors will be kept closed during brewing/packaging except for access/ventilation as needed.
Any ventilation/extraction equipment will be positioned and used so as to minimise odour beyond the boundary of the premises.
No external amplified music will be played in connection with the business.
Waste (including cans, cardboard, spent grain, and general refuse) will be stored in closed containers and disposed of via lawful methods so as not to cause nuisance (smells/pests).
Deliveries and collections will not cause obstruction. Any courier collection/drop-off will be managed to avoid blocking the highway or neighbours’ driveways.
Protection of children from harm
Alcohol will not be handed over on delivery or collection where the person appears under 25 and fails to produce acceptable ID.
Prevention of crime and disorder
All staff involved in the sale or supply of alcohol will receive licensing training that includes appropriate precautions to prevent the sale of alcohol to persons under the age of 18, the signs and symptoms of drunkenness, the refusal of service due to intoxication and age verification policy. Records will be kept of such training which must be signed and dated by the member of staff who has received that training. All staff will receive refresher training every twelve months as a minimum and records shall be signed by the staff member, dated and retained. These records shall be made available to Police and Council upon request and shall be kept for at least one year.
A refusals / ID checks / incident book or computer record will be maintained by staff. These records shall be retained for a minimum of 1 year and be made available to the Police and Council upon request.
A ‘Challenge 25’ proof of age policy will be in place. Challenge 25 means that that every individual, who visually appears to be under 25 years of age and is seeking to purchase or be supplied with alcohol, shall produce identification proving they are 18 years of age or older. Acceptable identification for the purposes of age verification will include a driving licence, passport or other ID containing a photograph and date of birth. If the person seeking alcohol is unable to produce acceptable means of identification, no sale or supply of alcohol will be made to or for that person.
A written record shall be retained at the location to list the staff that have been authorised to sell or supply alcohol following their training. This shall be made available to the Police and Council upon request.
Recordable CCTV will be installed at the premises. The CCTV system must be operating at all times whilst the premises are open for licensable activity. All equipment shall have a constant and accurate time and date generation. Digital systems shall provide good quality playback images that give free flowing playback footage. Recorded footage will be retained for a minimum of 31 days and will be made available to the Police and Council immediately upon request when investigating allegations of offences or criminal activity. A trained member of staff will able to operate the system and download images will be on duty during operating hours. Any images recovered must be in a viewable format and playable on a windows based computer system without the need for technical enhancement.
All deliveries of alcohol will be made to bona fide business or residential addresses without exception.
Delivery staff will record the details of all identification that is produced by persons receiving alcohol. The details of the identification, the linked order, the date and time of delivery and the address for the delivery of alcohol will be retained and made available to produce to the Police or other responsible authorities upon request. Records will be retained for no less than 12 months. All refusals to a delivery will be recorded as well.
The webshop shall display a clear statement that alcohol is not for sale to persons under 18 and that ID will be required on delivery/collection.
The premises will not be open to the public. No customers are permitted on site other than for pre-arranged collections (if collections are used).
The premises webshop will use an age-gate (date of birth confirmation) at point of entry or checkout.
For deliveries, alcohol will only be dispatched using a delivery method that requires the courier to apply an “Age Verified on Delivery / Challenge 25” check (or equivalent).
A record of all alcohol orders (name, order reference, delivery/collection method, date/time) will be retained for 12 months and produced to Police/Authorised Officers on request.
