ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General – all four licensing objectives
The authorised licensable activity is sale of alcohol for consumption off the premises only.
Alcohol sales shall be via the premises’ webshop only. No walk-in sales are permitted.
The premises shall not be open to the public. No customers are permitted on site other than for pre-arranged collections (if collections are used).
The licensed area is restricted to the garage only as shown on the approved plan. No licensable activities take place within the main dwelling.
No consumption of alcohol shall take place within the garage, the driveway, or any area immediately outside the premises.
A refusals/incident log shall be kept (electronic is fine) and made available to Police/Authorised Officers on request.
The prevention of crime and disroder
All alcohol sales shall be authorised by a Designated Premises Supervisor (DPS).
The premises shall operate a Challenge 25 policy for all alcohol sales.
The premises webshop shall use an age-gate (date of birth confirmation) at point of entry or checkout.
For deliveries, alcohol shall only be dispatched using a delivery method that requires the courier to apply an “Age Verified on Delivery / Challenge 25” check (or equivalent).
A record of all alcohol orders (name, order reference, delivery/collection method, date/time) shall be retained for 12 months and produced to Police/Authorised Officers on request.
A CCTV camera covering the garage entrance shall be maintained.
Public safety
The premises shall maintain and follow a written fire safety and evacuation plan for the garage work area.
All escape routes from the garage shall be kept clear and unobstructed whenever staff are working.
All electrical equipment used for brewing/packaging shall be maintained in a safe condition and used in accordance with manufacturer guidance.
Any CO2 cylinders (if used) shall be stored upright, secured, and handled safely.
PS06 The garage floor shall be kept in a condition that is safe and non-slip, and spillages shall be cleared promptly.
The maximum number of persons working in the garage at any one time shall be limited to a safe number based on space and layout (for a small garage, typically 1–2 at once).
Prevention of public nuisance
The business shall operate so as to avoid disturbance to neighbours, with particular regard to noise, odour, waste, and vehicle movements.
Brewing/packaging activities that are likely to generate noticeable noise (bottling/canning, grinding, deliveries/collections) shall be limited to reasonable daytime hours (e.g., 08:00–20:00).
The garage doors shall be kept closed during brewing/packaging except for access/ventilation as needed.
Any ventilation/extraction equipment shall be positioned and used so as to minimise odour beyond the boundary of the premises.
No external amplified music shall be played in connection with the business.
Waste (including cans, cardboard, spent grain, and general refuse) shall be stored in closed containers and disposed of via lawful methods so as not to cause nuisance (smells/pests).
Deliveries and collections shall not cause obstruction. Any courier collection/drop-off shall be managed to avoid blocking the highway or neighbours’ driveways.
The protection of children from harm
Challenge 25 shall be implemented and staff shall be trained on it.
Staff shall receive documented training on alcohol sales compliance (including refusal of sales, proxy sales, age verification for deliveries/collections) and refreshed at least annually. Training records shall be kept for inspection.
The webshop shall display a clear statement that alcohol is not for sale to persons under 18 and that ID may be required on delivery/collection.
Alcohol shall not be handed over on delivery or collection where the person appears under 25 and fails to produce acceptable ID.
