ANNEX 2 - LICENSING OBJECTIVES
GENERAL LICENSING OBJECTIVES
The Management Committee has agreed the hours during which the supply of alcohol to members and sale by retail to guests may take place. These hours are between 1000 and 0100 daily. However, this time scale is designed to cater for all occasions during the year when functions/events take place at the premises. On non function days the normal opening hours are generally 1000 to 2300 in summer and 1000 to 2030 in winter. A Committee run and administer functions for entertainment of members and their guests. These functions will take the form of dinner dances, discos, cabarets and private dinners. The Club holds both a PRS and PPL licence as well as a Small Lotteries licence. Food is not normally served after 2300 but may on occasions be available when part of a buffet where members and guests can eat at their leisure.
THE PREVENTION OF CRIME AND DISORDER OBJECTIVES
Admission is controlled by a card swipe reader or by an intercom system linked to the bar. Twenty-four hour CCTV recording monitors the outside and part of the inside of the premises. All persons seeking admission by the main door or accessing by card swipe are recorded on this system. A monitor allows the bar staff to control who enters. Staff members are trained on the security aspects and will call the Police if any suspicious or troublesome persons congregate or try to gain admission.
PUBLIC SAFETY OBJECTIVES
The safety of members, guests and the staff is paramount and all fire regulations are compliant. An annual assessment is carried out for health and safety. A fully maintained fire alarm system covers all areas of the Club House and staff members are trained in evacuation procedures. An action plan for deployment of emergency services on the Course is in place and all staff made aware of it. The Club has a defibrillator for use on Course and in Club House.
THE PREVENTION OF PUBLIC NUISANCE OBJECTIVES
The Club are aware of the proximity of nearby dwellings and noise levels are controlled during functions late at night where music is played. Windows are closed in order to minimise noise and no music is placed outside the premises in the late evening. Functions have been held for many years and no complaints have been received due to our care in controlling this. Firework celebrations are infrequent and any such use would comply with current regulations.
THE PROTECTION OF CHILDREN FROM HARM OBJECTIVES
The Club has between 50 and 70 junior members and two adult members administer the Section. There is a firm ruling that under 18s will not be served alcohol for consumption either on or off the premises. All staff members are fully aware of this important aspect of the law. Unaccompanied visitors under 14 years of age are not permitted in the bar area. Junior members after being served are not permitted to remain at the bar and go to the seating areas. The Club has a licence for one gaming machine and a notice is displayed adjacent to the machine stating that under 18s are not permitted to play it. Staff are also aware of the ruling and can monitor the machine from the bar.
