ANNEX 2 - LICENISING OBJECTIVES
General Licensing objectives
1) Adherence to / achievement of the licensing objectives to be written into the formal constitution and / or rules and responsibilities of the overall management committee= Sports Field Committee (SFC) and relevant user clubs / groups.
2) Each of the above to carry out an annual (at least) formal review of performance against the objectives and to identify and implement any improvements to the Operating Procedures required. Notes on the review and resulting actions to be documented and reported at AGM`s.
3) Within each group an individual will have the specific responsibility for communication and implementation of the Operating Procedures. These individuals. together with the Designated Supervisor, will form the Licence Committee, a sub-committee of the SCF, and will produce and maintain the Operating Procedures.
4) The Operating Procedures will detail the policies and day -today practices required to meet the objectives and terms of the Premises Licence.
5) The Licence Committee will carry out the training required to ensure that all relevant individuals are fully aware of their responsibilities with regard to the licence and implementation of the Operating Procedures. They will also seek the active involvement of the Police Community Support Officer in theses tasks, and in formulating the Operating Procedures.
6) When the use of the facilities is by a group not represented on the SFC (e.g. community events), a member of the Licence Committee will be assigned to liaise with that group and to ensure compliance with the Operating Procedures.
Prevention of crime and disorder objectives
Prominent signs displayed adjacent to the bar counter and entrances making it clear that sales to and consumption by individuals under the age of 18 is not permitted, and service will be refused to individuals that are drunk and / or displaying disorderly conduct, or to individuals providing alcohol to them.
Public safety objectives
Glass receptacles will not be used when attendance at an activity or event is expected to be greater than 75.
Prevention of public nuisance objectives
When a non-sporting event takes place outside of the confines of the pavilion, residents of properties in the roads adjacent to the sports field will receive advance notice of the timings and nature of the event. This will be by prominently displayed notices and /or documentation delivered door-to door. Which will invite feedback both before and after the event.
Protection of children from harm objectives
The involvement of individuals under the age of 18 years in the sporting and other activities utilising the facilities (e.g. youth cricket and football teams, youth club) is positively encouraged. These groups are aware of their responsibilities under the Protection of Children Act 1999 and have measures in place to satisfy these. Organised activities only take place when accompanying adults are present. In addition, bar facilities are kept under lock and key and therefore can only be accessed by specific individuals that are fully aware of their responsibilities under the Licence and Operating Procedures.
