ANNEX 2 - LICENSING OBJECTIVES
GENERAL OBJECTIVES
This licence will be used primarily for the Petersfield Christmas Festival which will have the several streets in the town centre closed so that they can be used to accommodate market stalls and other activities. The event is designed to appeal to young people and families and will include a skating rink, a stage with musical and artistic performances, rides and activities for young people and families, street entertainers and the vending of food, drink and alcoholic beverages.
We are employing a very experienced Health and Safety consultant who will provide us with :
• A site specific Risk Assessment and Fire Risk Assessment for the event
• A system for checking the H&S documentation of all suppliers, contractors, caterers, traders, workshops, activities, entertainment and any other person, business or organisation that is providing goods or services to this event.
The Risk Assessments and Emergency Plans will be approved by Emergency Services before the event is run. Stall holders will also be briefed on what action to take in the event of an emergency.
A Safety Advisory Group (SAG) will be consulted on all aspects of the event and help the organisers plan the event in such a way that the safety of all participants is maintained.
We will provide contact numbers of event management staff to local authorities and emergency services so that management can be contacted if necessary.
THE PREVENTION OF CRIME AND DISORDER OBJECTIVES
A private security firm will have a presence during the event and will be patrolling during the festival aswell as overnight to ensure that all equipment and facilities remain safe and undisturbed.
The Police and the security firm will be consulted on the site and event management plans and be asked for suggestions on how to minimise on the potential for crime and disorder.
The Designated Premises Supervisor will ensure that where alcohol is sold (for consumption both on and off the premises) it is done so fully within the requirements of the law and in particular, will not be sold to those under the age of 18.
PUBLIC SAFETY OBJECTIVES
Our Health and Safety Advisor will be on site during all open hours of the festival providing expert advice and support to ensure public safety is maintained.
The Safety Advisory Group will be consulted on the site plan to ensure that no aspects of the event will obstruct emergency exits and access routes for the emergency services.
The Health and Safety Risk Assessment will identify high risk areas of the event and state what actions should be taken to minimise the risk, these actions will be strictly adhered to.
An Event Safety Management Plan will be prepared by our Health and Safety Consultant and all key staff and emergency services will be issued a copy and be briefed on what to do in the event of an emergency. The plan will include details of what action will be taken to allow emergency vehicles access to all parts of the licensed area in the event of an emergency.
Signs will be placed in prominent places around the event explaining who to contact in the event of a fire or any other emergency.
First aid equipment will be kept in the event office and there will be at least 1 qualified first aider on site at all times while the festival is running.
A qualified electrician will be on site at all times to ensure that all electrical connections are safe and have a valid Portable Appliance Test (PAT) where necessary. In order to reduce the risk of electrocution, all entertainers’ electrical equipment, including mains powered microphones, will be protected by residual current devices (RCD’s) which will be tested each time before use
Traders and vendors will have to submit health and safety and insurance documentation and, where necessary, food hygiene certificates.
THE PREVENTION OF PUBLIC NUISANCE OBJECTIVES
Additional refuse bins will be supplied around the licensed area and these will be emptied into skips during the event. Lawful disposal of the contents of the skips will take place at times when it will have minimal impact on attendees or local residents.
Any amplified music will be played at a reasonable and respectful level and will be of a festive and cultural theme rather than anything offensive. The festival and music will stop at 20:00 on the Friday and Saturday and 18:00 on the Sunday so as not to disturb local residents.
Additional portable public conveniences will be supplied for the increased footfall through the town. The number and placement of these is to be decided in conjunction with the Health and Safety Advisor whilst doing detailed site planned.
THE PROTECTION OF CHILDREN FROM HARM OBJECTIVES
Security will be patrolling the site during all opening times of the festival. Marshals wearing hi-visibility clothing will also be able to assist any children or parents who need help. Announcements can be made from the stage in order to identify the parents of any lost children or vice-versa. A safe method will be in place to look after lost children by a CRB checked person and an active, effective means will be in place to search for any child reported by a parent/guardian as missing at the event.
All activities in the event will take place within the guidelines of the East Hampshire District Council's Child Protection Policy.
