Annex 2 - Conditions consistent with the operating schedule
General objectives
1. The Premises Licence Holder will ensure suitable engagement and participation with the East Hants Safety Advisory Group (SAG) prior to each event and if required attend any meetings as deemed necessary by the SAG Chair person.
2. The Premises Licence Holder shall submit an initial Event Management Plan (EMP) and an appropriate site plan to the Licensing Authority & Police at least 60 days in advance of each event and a final version of the Event Management Plan to the Licensing Authority at least 30 days prior to the event.
3.Each version of the EMP will require the written approval of both the Licensing Authority and Police
4. A breach of the EMP requirements will equate to a breach of the Premises Licence
5. The EMP or associated documents must include but not be limited to:

Traffic Management Plan
Security & Steward Management Plan
Noise Management Plan
Major Incident and Emergency Plan
Medical Provision Plan
Evacuation Plan
Counter Terrorism Plan

Safeguarding Policy

Health and Safety Plan including but not limited to Risk Assessments + Method Plans.

Adverse weather plan
6. The deadline for submission of the EMP may be altered in writing by the Local Authority Head of Licensing following a written request from the Premises licence Holder.
7. The arrangements (as detailed in the final Event Management Plan) for protecting public safety, preventing crime and disorder, protecting children and preventing public nuisance shall be fully implemented prior to and during the event. The event will be delivered in full accordance with the EMP submitted.
8. A team of suitably qualified professionals will be employed to deliver the Operational Management of the event. Details of appointed contractors and appointed roles and responsibilities will be included in the EMP along with up to date contact details.
9. A detailed programme of all licenced and operational timings and venues will be included as part of the EMP.
10. Security staff shall be clearly identifiable as Security staff.
11. Stewards shall wear high visibility tabards, or similar, to be clearly identifiable as stewards.
12. The DPS and a minimum of one other Personal Licence Holder shall be present at the event site at all times licensable activity is taking place.
Prevention of crime and disorder
1. Training
(i) The premises licence holder shall ensure that a training package is in place in order for all staff involved with the sale or supply of alcohol to be sufficiently trained in licensing matters proportionate to their role and aware of their responsibilities. Particular attention should be paid to underage sales / ID verification and the refusal of alcohol sales to a drunk person.
(ii) Records shall be kept of this training, dated and signed by the staff member and trainer.
(iii) Refresher training shall be completed prior to each annual event with documented records made and to be available for inspection from Police and other responsible authorities.
(iv) A written record shall be retained at each bar or concession to show the staff that have been authorised to sell alcohol. This shall be made available to the Police and other responsible authorities on request.
2. Refusals / Incident Records
(i) The premises licence holder shall ensure that a refusals log and incident log is maintained at each bar or concession where alcohol is available for sale. These records shall be retained for a minimum of 1 year and be made available to the Police and other responsible authorities upon request.
3. SIA Security Staff
(i) SIA registered front line security staff will be employed for the duration of the event.
(ii) Numbers and locations of SIA security personnel are to be included in the EMP.
(iii) SIA security personnel will be deployed to key areas of the event site giving particular attention to areas where there is a potential risk of confrontation, conflict, crowds and where retail sales of alcohol are undertaken.
4. Communication
(i) A system of communication between the bars, security and event management will be in place such as a radio link.
5. The event site shall have a no glass policy. All drinks served from the bars and concessions shall be served in plastic or other, safe, non-glass receptacles. Glass bottles will be decanted into such receptacles.
Public safety
A comprehensive reporting structure will be followed if any accidents occur. When appropriate to the event the correct first aid provision will be in place.
Protection of children from harm
1. ID - Challenge 25
(i) The premises licence holder shall ensure that a system is in place to ensure that every individual who appears to be under 25 years of age seeking to purchase or be supplied with alcohol at or from the premises, shall produce acceptable means of identification and age confirmation.
(ii) Acceptable identification shall be a passport, photo driving licence or PASS accredited photo ID.
(iii) If the person seeking alcohol is unable to produce acceptable means of identification, no sale or supply of alcohol will be made to or for that person.
(iv) Public facing signage of a suitable size and frequency detailing the Challenge 25 Policy must be displayed at all bars, concessions and all similar locations where alcohol is available for sale by retail.
2. DBS Checks
(i) Any staff or volunteers on the event site with responsibility for the welfare of children on site shall be DBS checked (Disclosure and Barring Service) and their name, date and place of birth be made available to Hampshire Constabulary upon request. The EMP shall include a plan to deal with all such lost I found children.
3. The Premises Licence Holder shall ensure that the Medical and Welfare units include staff who are trained and/or have experience of dealing with emergencies and issues that relate to children and young people.
Conditions by Environmental Protection
1. Live amplified music shall not occur in the following locations at any time,
Lavant Street, Charles Street and the High Street.
2. Recorded music shall only occur until 21:00hrs on Friday, Saturday, Sunday in the following locations, Lavant street, Charles Street and the High Street.
3. Music levels that are generated in the Square shall comply with the following. The noise limits from recorded and live music shall not at any residential premises exceed LAeq 65 dB(A) over a 15 minute period throughout duration of the event.
Live/Recorded Music
The provision of live and recorded music between 0800-2300 is not licensable (and so any conditions relating to the provisions of live or recorded music do not apply) if:
· The performance of live music is unamplified.
· The performance of live music is amplified and takes place to an audience of no more than 500 persons when the premises are open for the supply/sale of alcohol for consumption on the premises.
· The performance of recorded music takes place to an audience of no more than 500 persons when the premises are open for the supply/sale of alcohol for consumption on the premises.
