ANNEX 2 - LICENSING OBJECTIVES
General Licensing Objectives
Petersfield Tomorrow in The Square is intended to be an event which demonstrates ideas about how the centre of Petersfield, and The Square in particular, may work in the future. It will be an inclusive event that appeals to a wide cross section of Petersfield residents, including the young and old. It will include a cafe on the Square, (licensed on Saturday/Sunday evenings), live music of different varieties, and arts performances by local societies.
We will ensure that everyone taking part will be aware of their responsibilities under the four licensing objectives, and that they all have their own policies in place to complement those set out below.
Prevention of Crime and Disorder Objectives
The Designated Premises Supervisor, when present and all members of staff will ensure that all lawful instructions and/or directions given by the Police are complied with.
There will be in place for the premises a written policy to prevent the sale or supply of alcohol to persons under 18 years of age. That policy will require any person who appears to be under the age of 18 years to produce a recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS) or if a proof of age card is not available a photo driving licence or passport.
There will be a sign displayed at the premises, which is clearly visible to members of the public containing details of the trading hours under the premises licence, and the licensable activities permitted on the premises.
The designated premises supervisor or a person nominated by them will be a member of and regularly attend at the meetings of the Petersfield Pub watch scheme.
Public Safety Objectives
The furniture or seating in the premises will be arranged so that it does not obstruct any exit route.
Printed notices will be prominently displayed in the premises detailing the essential steps that must be taken if a fire is discovered or the fire alarm goes off or other emergency arises and how to call the Fire Service. Any outbreak of fire of any kind will be reported to the Fire Service immediately and a written record will be made in a logbook kept for that purpose.
Clear and unobstructed access will be available to the premises for use by the emergency services and emergency service vehicles at all times.
There will be an appropriate supply of first aid equipment and materials. At all times when the public are present, at least one person who holds a current recognised first aid certificate or award will be present on the premises.
Temporary electrical wiring will be installed in the premises by a suitably qualified and competent person. The premises licence holder or Club Premises Certificate holder will obtain a certificate from that person that the installation is fit for purpose and complies with British Standard 7671 and where applicable, British Standard 7909.
Public Lavatories are available in St Peters Road, the Town Centre car park, The George and The Square Brewery.
No smoking or naked flames will be permitted on any part of the stage during any entertainment unless that use has been notified to the Licensing Authority and is provided in accordance with any guidance given.
Prevention of Public Nuisance Objectives
Refuse such as bottles will be disposed of from the premises at a time when it is not likely to cause a disturbance to residents in the vicinity of the premises.
There will be provided at or near the exits, sufficient waste bins to enable the disposal of waste food, food containers, wrappings etc.
Where the premises provide food for consumption off the premises, the public area immediately surrounding the premises will be cleared of waste food, food container, wrapping etc at the end of trading each day. Such refuse will be placed in a container designed for the storage and disposal of refuse and waste foods which will be constructed, maintained and located so that access to it by vermin and unauthorised persons is prevented and arrangements will be made for the regular lawful disposal of their contents.
Protection of Children from Harm Objectives
The premises licence and the designated premises supervisor will at all times comply with the Portman Group Code of Practice and with the requirements or recommendations of any Portman Group Retailer Alert Bulletin.
