ANNEX 3 - LICENSING OBJECTIVES
GENERAL OBJECTIVES
The project team is taking advice from the safety advisory groups, in particular the police. We are employing a large security team who have previous experience of managing similar events. The event is adopting a zero tolerance policy to drugs and alcohol. Searches will be conducted by SIA badged security staff on entry to the site, amnesty bins will be available. The project team are working closely with the Environmental Health team to ensure all legislation is followed to avoid occurance of noise nuisance. The event will finish at 22.30. It is hoped that a shuttle bus service will be provided to Horndean and Petersfield to avoid people walking along the A3 road. A specific child protection policy/brief is being written and all staff will be briefed on this before the event.
THE PREVENTION OF CRIME AND DISORDER OBJECTIVES
We have contracted an experienced event coordinator. We have identified a police officer who is on the event safety advisory group. We are employing a well established security firm who will provide 30+ staff on the day. Searches will be conducted on entry to the event and any drugs/alcohol will be confiscated. We are exploring the possibility of supplying busses to various locations if this is the case security staff will deploy with the busses.
PUBLIC SAFETY OBJECTIVES
Along with the above measures 6ft fencing will be placed in areas where members of the public could come into contact with the festival attendees.
Security staff will patrol the perimeter throughout the event. Car parking will be directed by suitably qualified security staff. It is hoped to run a shuttle bus service to Horndean and Petersfield to avoid people walking along the main A3 road.
THE PREVENTION OF PUBLIC NUISANCE OBJECTIVES
The venue is in an isolated position with no immediate neighbours. The nearest neighbours will be identified using GIS mapping systems, and contacted to inform residents of the event. The project team are working closely with the environmental heatlh team to ensure all legislation is followed to avoid occurance of noise nuisance. The last bant will finish at 22:30 and provision is being sought to provide busses to various locations in order to dispersethe majority of the young people. We are exploring the possibility of providing busses to various locations, if this is the case security will be provided on the busses. A firm has been employed by the Council to clean up after the event.
THE PROTECTION OF CHILDREN FROM HARM OBJECTIVES
Before the young people are admitted to the event they must present a parental consent form along with the ticket. An information point will be provided should young people become upset or distressed at any time, it will be staffed by qualified youth workers. All non music activities will be staffed by appropriately qualified staff, checks will be made prior to confirmation of a contract. A specific Child Protection Policy will be written and all staff and volunteers will be briefed on actions to be taken should the safety of young people be in doubt. The site will incorporate a wellfare area where there will be an information point, a meeting area and a first aid post. The welfare area will also contain the control tent for the event.
