ANNEX 3 - LICENSING OBJECTIVES
GENERAL
Events are designed to be pleasant, enjoyable, well-run activities aimed at attracting mature and responsible members of the community (for Opera, Classical Music, Shakespeare plays etc). Entry by prepaid seat-numbered tickets only. All seated. Approx 600 may be admitted but may grow towards 1000 in future years if successful. Very few children are likely to attend but any who do must be accompanied by, and under the effective control and supervision of, a responsible adult. Early risk assessments to be varied out with clear responsibilities place on contractors for their specific activities. Organisers have previously run 5 similar events at St Luke’s Church with numbers up to 300 people. Discussions/visits have taken place with appropriate representatives of all the responsible authorities, and HSE Publication “Event Safety Guide -HSG 195” has been used extensively used as a source of advice and guidance.
THE PREVENTION OF CRIME AND DISORDER OBJECTIVES
Bars will be run by local Pub Manager and fully trained staff who know many of the local people. Risk of possible disturbance believed to be very low indeed. Event has attracted considerable public interest and support. Information on approach roads, car parks, reserved/disabled parking, access and exit points etc will be distributed with tickets. Local people will be encouraged to walk to the venue to reduce possible traffic congestion.
Ten Marshals plus Site Manager will be employed to:
Restrict entry to ticket holders only;
Ensure easy flow of people onto, around and off the site, especially in case of emergency;
Control parking and traffic low (all parking external except contractors, VIPs, sponsors and disable vehicles);
Be subject to prior training and briefing;
Maintain good behaviour and deal with possible problems sensitively;
Ensure no alcohol, glass or picnic provisions are brought onto site;
Ensure people disperse quietly (notices will be displayed) and in an orderly manner and on time at the end.
PUBLIC SAFETY OBJECTIVES
Glass-free site - all drinking vessels and containers to be plastic or metal. St Johns Ambulance team in attendance throughout period public are on-site. Totally enclosed site with properly lit entrances and exits. All seats presold, individually numbered and positioned on flat ground. State 850 mm above ground. No parking on site (except sponsors, contractors, VIPs and disabled vehicles). Rubbish bins to be provided and a site clean-up operation carried out in daylight the following day. All electrics to be to required professional standards and fitted with circuit breakers. Appropriate certificates and risk assessments available for supply to inspection before the event. Adequate access by two separate entrances for emergency vehicles to enter, turn easily and exit. Only covered areas are marquees with open sides. Whole area deemed to be low risk. Contractors/sponsors to provide own fire extinguishers and complete own risk assessments. Marshals/stewards to be clearly identifiable and fully briefed especially on fire alarm and evacuation procedures in addition to other responsibilities above.
THE PREVENTION OF PUBLIC NUISANCE OBJECTIVES
Owners of a number of premises adjacent to or near the site have been visited to discuss the event and deal with any possible concerns. No adverse reactions were voiced. All explained that they were used to events on the site and this one raised no problems. Further information will be delivered to local people living near the site in March. This will include details of noise control procedures in place including mobile number for neighbours to ring to report any possible occurrence of excessive sound. Potential noise muffled by trees on site. 6 speakers pointed at and close to seating areas to limit excessive sound. Likelihood of excessive noise is believed to be very low (below 75dB). Music will finish on or before time at 22:00 hrs. Careful and controlled dispersal of public at end - with notices to remind public to exit quietly. Ample toilet facilities provided on site. Parking and possible traffic congestion will be minimised by requesting as many local people as possible to walk to the venue and by use of marshals to direct those from outside the area to local carparks. Details of carparks and approach routes will be issued with tickets.
THE PROTECTION OF CHILDREN FROM HARM OBJECTIVES
No glass allowed on site (glass free site). All drinking vessels to be plastic or metal. All children under 16 must be accompanied by and under the effective control and supervision of a responsible adult. Provision of alcohol only to adults over 18 with ID process for under-21s. All staff to be appropriately trained to apply this policy and to handle infringements. Entry by individually seat-numbered ticket only. Complete site check before and after the event to find and remove litter, dangerous items etc.
