ANNEX 3 - CONDITIONS ATTACHED AFTER HEARING
1. A ‘Challenge 21’ policy shall be adopted, where anybody who looks younger than 21 years of age and attempts to buy alcohol will be asked to produce acceptable photo identity to prove that they are over 18 years of age.
Acceptable forms of identity are a passport, photo driving licence and PASS accepted photo identity only.
2. ‘Challenge 21’ and other deterrent signage to be displayed on the premises. A refusals book will be kept and will be monitored weekly and signed by the Designated Premises Supervisor.
3. Regular training shall be undertaken for staff on licensing law and ‘Challenge 21’ at least once every six months. Written records shall be kept of the training and any refresher training. Staff shall sign to state that they have understood the implications of the training.
4. A CCTV system with voice recording shall be installed and maintained at the premises to the satisfaction of the Police. As a minimum, it shall enable surveillance of both external and internal areas of the premises, including all entrances and exits.
Recordings from the system shall be to a standard acceptable as evidence in a court of law and shall be securely retained for a minimum of 31 days after the recording and shall be surrendered to an authorised office of authority immediately on request.
This system should be maintained and serviced on regular intervals. If the system fails, all alcohol sales will cease until it is fixed.
Staff managers trained in the procedure to be able to download the evidence on request.
All points on CCTV to be agreed with the Police, including the voice recording.
5. There shall be till prompts on alcohol sales and age sensitive items.
6. Two full time members of staff to be Personal Licence Holders to be rostered, so that as far as possible there is a Personal Licence Holder on duty. This condition to take effect within three months of the date of first opening of the store for the sale of alcohol.
7. All staff are to have a good grasp of the English language and to be able to effectively read English to be able to implement ‘Challenge 21’ and understand what it means.
8. Signage is to be placed on the premises asking customers to leave the premises quietly during the evening.
9. Alcohol shall not be sold after 22:00.
