ANNEX 3 - CONDITIONS ATTACHED FROM HEARING HELD ON 23RD JANUARY 2009
1. A CCTV system shall be installed which is of a standard acceptable to the Police and local authorities, it should provide good quality evidential recordings to a format (on hard drive) which can be viewed on Police and local authority equipment without enhancement. This is to be maintained in good working order and kept for 31 days. This must be made available to Police on demand by way of copying to CD at the venue if required; the CCTV shall cover the entry and exit points of the building and various areas of the premises, to identify any offender also to cover the outside area including the car park area belonging to the premises.
2. All incidents that relate to violence, abusive or criminal activities to be reported to the Police.
3. A personal licence holder shall be on the premises at all times the premises is open to the public, if there is not then all alcohol sales will stop.
4. No staff under the age of 18 are to work behind the bar or sell alcohol.
5. The DPS is to have day to day supervision when the premises are open, and is to be readily available to deal with any incident should he be required so stipulated by the Licensing Act.
6. A refusals book to be kept and monitored, this is to be checked monthly by the DPS and signed.
7. All staff to be fully trained in all aspects relevant to their role of licensing laws to understand what is required of them.
8. Adopt 'The Challenge 21' policy, where anybody who looks under 21 and attempts to buy alcohol, will be asked to produce acceptable photo ID proving that they are over 18 - passport, photo driving licence and PASS accresited photo ID only.
All staff to have regular training (at least every six months) and keep written records of the training and any refresher training.
9. The location and size of the speakers for installation in the premises must be submitted in writing for written approval by East Hampshire District Council's Environmental Services Manager (Protection). No alterations to the location or type of speaker shall occur, until written approval has been submitted and agreed by East Hampshire District Council's Environmental Services Manager (Protection).
10. External doors to the premises shall be fitted with self-closing devices.
11. Signage shall be provided on the main exits, requesting customers to leave quietly.
12. No drinks to be taken outside after 8pm.
13. Outside table and chairs are to be removed after 8.30pm.
