Annex 2 - Conditions consistent with the operating schedule
General licensing objectives
The best means of promoting the licensing objectives through local people, those involved in child protection, the police, local business, neighbours with the help of cooperation and partnership of local authorities.
Prevention of crime and disorder objectives
Set up own codes of discipline to ensure the good order and behaviour of members. Adequate and suitable training of staff to ensure the sale of alcohol is not meant for under 18 or drunk people. Prevention of drugs into the premises. Irresponsible promotion to be controlled to control the sale of alcohol. Be vigilant of activities which promote crime and disorder.
Public safety objectives
Effective measures to control the customers, members of the public including those living in the vicinity of the shop. CCTV in operation. Proper access in and out of the shop, no blockades, adequate distance between the aisles.
Prevention of public nuisance objectives
Noise control - by controlling music volume, position of speakers, insulation, staff noise, movement of staff. Activities within the premises. Delivery/collection and storage activities which can be achieved by timing of delivery. Control of smoking and litter. There are numerous factors which can be achieved by adequate staff training and good management skills.
Protection of children from harm objectives
Check the history of members of staff that he/she doesn't have any convictions relating to selling or serving of alcohol to minors. Members of staff not involve in drug activities. Supply of alcohol from the premises is not promoted to attract minors. Staff training on procedures and management with 'no ID no sale' policy.
A written log shall be kept of all refusals including refusals to sell alcohol. The holder of the premises licence shall ensure that the refusals log is properly maintained and this shall involve, but is not limited to, nominating in writing a responsible person to check and sign it on a weekly basis.
The holder of the premises licence shall ensure that every individual who appears to be under 21 years of age seeking to purchase or be supplied with alcohol at or from the premises shall produce means of identification acceptable to the licensing authority - passport, photo driving licence or PASS accredited photo ID - proving that individual to be 18 years of age or older. If the person seeking alcohol is unable to produce acceptable means identification, no sale or supply of alcohol will be made to that person.
All staff shall be trained to challenge every individual who appears to be under 21 years of age and to refuse service where individuals cannot produce acceptable means of identification. Such training shall be provided not less than every six months, and written records shall be kept of all training and refresher training.
"Challenge 21" posters shall be displayed in prominent positions at the premises.
