Annex 2 - Conditions consistent with the operating schedule
General Licensing Objectives
The types of regulated entertainments proposed re-instate and then enhance the normal pub entertainments that were previously unregulated, and continue those activities covered by the present PEL for all trading hours, with the benefit to enhance the local facilities for social entertainment and reduce the focus on alcohol.
Staff will be trained on the requirements of the Licensing Act 2003 when they are recruited and given training in "drugs awareness" as part of their induction.
No new steps have been identified by risk assessment in relation to the four licensing objectives.
Prevention of Crime and Disorder Objectives
Providing a 30 minute extension of opening hours after the end of the sale of alcohol will promote this objective as the last drink will be consumed less quickly, with access to the pubs toilet facilities [and the provision of non-alcoholic refreshment during this period]
The Designated Premises Supervisor will be a member of the Alton Pubwatch so long as it exists.
The licensees must maintain artificial lighting in the premises at a level whereby the people and activities may be monitored and supervised.
Public Safety Objectives
Not more than 100 persons shall be permitted in the main building of the pub, including patrons, staff and performers. My risk assessment identifies no risk of crowding whether or not entertainments are provided.
The Licensees must take all necessary precautions for the safety of the public, performers, competitors and employees. Any instructions regarding safety given by a duly authorised officer of the Council, Police Officers or Fire Officers must be put into immediate effect.
The following applies when live music or DJ music are provided to maintain public order and to keep the doors closed to minimise noise breakout.
At entertainments attended by adults there must be one attendant provided for every 100 people or part thereof. There must be at least one attendant per exit, whichever is the greater. All attendants must be over 18, readily identifiable to members of the public at all times, and must not consume alcohol whilst on duty.
Attendants do not include the licensees, responsible person acting for the licensee or bar staff.
Prevention of Public Nuisance Objectives
The patio area and 2 metres to the back of the patio area, marked on the premises plan, to be used for consumption of alcohol until 0010 hours. the garden area beyond the patio and 2 metres out will be closed to customers at 2330 hours everyday.
No glasses or bottles or any open containers to be removed from the premises after 2300 hours, save for the rear patio area for consumption of alcohol.
The garden gate to be ocked after 200hours, therefore not allowing entry or exit to the garden area.
Signs to be placed in the patio area to keep the noise down and respect the neighbours
No live music entertainments will be provided in the outside areas after 2100.
When live or DJ music is provided windows/doors will be kept closed after 2300 (except as required for entry and exit.)
The volume of recorded music will be reduced to background level after 0000.
No entertainment may be held if it causes an unreasonable disturbance to the occupiers of any other premises.
The Licensees must at all times ensure, as far as is practicable, that people on, or leaving, the licensed premises conduct themselves in an orderly manner, and do not cause annoyance to the neighbourhood.
Protection of Children from Harm Objectives
Photographic proof of age will be required of anyone seeking to buy alcohol who appears to be under 21 years old.
Under 16's will not be permitted on the premises after 0000.
No other risks of harm to children that are not already covered by other legislation, have been identified.

Sporting Events (Control of Alcohol etc) Act 1985
