ANNEX 2 - LICENSING OBJECTIVES
General Licensing Objectives
When a client books the barn for hire he is required to sign an agreement to the terms and conditions of the Tithe Barn. These terms and conditions aim to ensure that the client is aware of and adheres to the regulations at the Tithe Barn with regard to nuisance and fire and safety.
Prevention of Crime and Disorder Objectives
The client is required to ensure that his guests conduct themselves in an orderly, decent and lawful fashion. There is always a member of staff on duty to deal with any problems should they arise. Alcohol can only be sold by someone with a personal licence and or with permission from the Premises Supervisor.
Public Safety Objectives
There is emergency lighting which comes on in the event of a power failure. Lights are provided outside to ensure the safety of people walking to and from the car park in the dark. Fireworks and explosives are not permitted. An exception may be made on November 5th with permission from the management if adequate supervision was shown to be in place.
Prevention of Public Nuisance Objectives
A sound limiter is installed at each end of the barn. All the power points go through these two systems and if the set dB level is exceeded the power is cut off. It is set at 94 dB so that the level on the boundary is at 45dB. Specification of the Sentry Mk2 sound limiter is enclosed. There is a member of Tithe Barn staff on duty. He checks that everything is in order inside and is instructed to check the outside sound levels with a hand held sound monitor. It would then be evident if there were to be a fault in the sound limiter inside the barn. Should this ever happen he is able to police the sound levels with the hand held monitor and cut the power manually. The car park is surrounded by railway sleeper walls and/or earth banking to contain lights and noise of cars and guests leaving.
Clients are requested to ensure that their guest leave as quietly as possible. The staff on duty assists with taxis and helping people to leave quickly and quietly.
Protection of Children from Harm Objectives
Clients are required to ensure that parents are responsible for their children while at the barn. Alcohol may only be sold by someone with a personal licence or permission from the Premises Supervisor.
The large pond has been fenced to make it inaccessible to children.
Children are able to play in the field in front of the barn but not on the road.
