ANNEX 2 - LICENSING OBJECTIVES
General Licensing Objectives
We are applying for this licence so that we are able to continue having occasional vocal and music concerts, plays, sports events and possibly films which we held prior to the licensing laws changing. It is unlikely to be as much as 1 per month.
Although we are applying for the licence to include the sale of alcohol this will usually take the form of a bar serving drinks over a very short space of time for 30 minutes before, during an interval and up to 30 mins after the concerts.
At any time when the school is open our site Managers are on duty and members of our Senior Management Team are present.
Most of our events will be attended by parents and siblings coming to watch family members perform and pupils supporting their peers, so although we are a school the vast majority of events would have a mixed age audience.
Tickets will be issued for events and numbers will be limited and noted.
Any alcoholic refreshments will only be sold by, and to, persons over 18 years of age. Our bar staff are teaching staff who volunteer to help and will therefore be aware of pupils ages.
Prevention of Crime and Disorder Objectives
We will ensure, as far as we are able, that any items of value are not left unattended and are stored securely away from members of the public.
During events a member of senior management will be on site and the usual school rules, regulations and acceptable standards will be expected from the children.
We will ensure that when alcohol is served it is not available for consumption off the premises. At nearly all events the bar is likely to be open for a maximum of 1.5 hours therefore limiting the chance of people consuming enough alcohol to be drunk. It will also be a limited bar serving a limited choice of alcohol with limited availability.
All bar tenders will have been given and asked to sign and return details about the provision of alcohol i.e. serving to under 18's, serving to anyone who is, or appears to be, drunk etc.
As a school we are also aware of the misuse of drugs and do not permit drugs to be brought onto the premises.
Public Safety Objectives
At the start of each event visitors will be instructed as to the location of toilets, fire exits, fire muster points and the procedure to follow in the event of an emergency.
During all events one of our Site Managers is on the premises. They are both well aware of all the health and safety issues around the site.
Audience seating will be rows of connected seats with the minimum required gangways of 1.1m between seating blocks.
All fire exits will be clearly marked and kept unlocked and their routes free.
The school is a non smoking site.
A first aider will be available during most school events.
Our main car park and all routes from cars to the licensed buildings have outside lighting. There is lighting in the playground which would also be used as a car park.
Alcohol will not be available for consumption off the premises so there will not be cans or bottles taken into the car park or off site.
The Sports Hall will be our main entertainment venue and it has flat access from the car parks.
As we are a school we are very aware of health and safety issues.
Prevention of Public Nuisance Objectives
We are aware of our public image and endeavour to promote good relations within the local area at all times.
Our main entertainment venue, the sports hall, has several trees around it and is almost 100m from the nearest site boundary which is edged with trees. This will therefore limit the noise transmitted to local houses.
Publicity of any events is likely to be primarily within local schools and the vast majority of events will consist of pupils performing which is less likely to be of general interest to members of the public. Audiences are therefore likely to be family groups and it is unlikely that there will be large groups of 17- 25 year olds leaving together.
We are aware that being in a residential area we have to avoid causing public nuisance to our neighbours. We will therefore ensure that people are reminded to be aware of neighbours and to leave quietly. We will endeavour to 'tone down' the entertainment during the last 1/2 hour by lowering volumes and tempo to 'calm people down' before they leave.
We will use playgrounds for parking to minimise street parking in the vicinity.
The 'supply of alcohol' part of the licence will finish at 10.30 (although in the vast majority of our events people will probably leave before this) which will mean that they are likely to leave the premises before the mass exodus of people leaving local pubs.
Due to the layout of our site any queues at the door will be within our own premises so will not cause a public nuisance.
Protection of Children from Harm Objectives
As we are a school our day to day priority is to protect children from harm and we have a child protection policy with a nominated child protection officer and deputy.
During events a member of senior management will be on site and any staff members helping will be CRB approved or police checked if they joined the staff before 2002. Any groups brought in, by us, to work with children will have the required CRB checks.
Bar staff are nearly always staff from school who are aware of the ages of our current and past pupils to prevent the sale of alcohol to under 18's. If non-school staff are used they will always be accompanied by a staff member. Any people serving on the bar will be required to read and agree to the licensing laws with regard to not serving alcohol to under 18's and will be regularly reminded of their duty to not supply alcohol to, or for consumption by, under 18's. Non-alcoholic refreshments for performing children will always be provided at the opposite end of the hall to where the adult's bar is set up.
When films are being shown we will ensure that only children of an appropriate age for the British Board of Film Classification rules will be allowed entry.
