ANNEX 3 - LICENSING OBJECTIVES
GENERAL LICENSING OBJECTIVES
Events must be approved by the council in advance. All events to be stewarded to an appropriate level. All privately organised events must produce risk assessments and evidence of insurance. Parking, toilet and security arrangements to be agreed by the council in advance of each event. Alcohol sales only permitted where appropriate to the type of event. Persons appearing to be under 21 to be asked for identification if buying alcohol. No alcohol to be serves to persons who appear drunk.
THE PREVENTION OF CRIME AND DISORDER OBJECTIVES
Local police to be given 28 days notice of, and made aware of, any event where the number of persons expected to attend is in excess of 100. Local police consulted during the planning stage of all events where more than 500 persons are expected to attend. Private security firm monitors all sites during the evening between April and October.
PUBLIC SAFETY OBJECTIVES
All events to be stewarded to an appropriate level, temporary signing used where necessary. All areas cleared of litter, glass etc on a regular basis. Barriers or rope/tape boundaries erected where necessary to keep public away from hazards. St John Ambulance presence at all events of any size. Council staff trained in emergency first aid.
THE PREVENTION OF PUBLIC NUISANCE OBJECTIVES
Times and frequency of performances limited. Site location fro individual events selected on the basis of capacity and distance from nearby housing. Organisers liaise with surrounding premises and events well publicised in advance to minimise disruption.
THE PROTECTION OF CHILDREN FROM HARM OBJECTIVES
Child protection policy in place. Barriers provided to restrict crowd movement/public access where necessary in the interests of safety. No specific additional measures as events on public land are expected to be family friendly. An appropriately staffed lost children point may be provided for larger events.
